Play: Hands waved in face or eyes of dribbler while dribbling. Penalty?

Answer:

IAABO Handbook ch. 17, sec. 1D; Rule 10, Sec 4, Art. 6 . . . Commit an unsporting foul. This includes, but is not limited to, acts or conduct such as: 

d. Purposely obstructing an opponent’s vision by waving or placing hand(s) near an opponent’s eyes. NOTE: Purposely diverting an opponent’s attention by waving is different than holding or waving the hands near the opponent’s eyes for the express purpose of obstructing the vision so that the opponent cannot see. 

PENALTY: (Section 4) Two free throws plus the ball for a division-line throw-in. NOTE: A single flagrant technical foul or the second technical foul charged to a player results in disqualification of the offender to the team bench.
